WRSE has responded to Ofwat's draft determination of water company business plans for 2025 to 2030
We have written to Ofwat following its draft determination of water company business plans.
In the letter, we urge Ofwat to:
· Allocate more funding for Strategic Resource Schemes and major projects as enhancement spend, rather than base expenditure
· Provide funding for the continued development of the Beckton water recycling scheme, an adaptive solution which may be brought into play if, for some reason, other schemes in the regional plan cannot be delivered or we face a greater shortfall in water supplies in the future
· Review its average cost models used for meter installations, considering the additional time and expense associated with more complex meter installations which typically only take place once companies have completed the easier (and cheaper) installations, as well as larger non-household meters
· Ensure that per capita consumption targets recognise the dependency on water efficiency policies being implemented by the Government so water companies are protected should these not be delivered
· Reconsider its non-household demand forecast and align it with the company WRMPs, which meet the requirements of the Water Resources Planning Guideline (WRPG), that Ofwat co-authored, to ensure it supports government growth ambitions.
